Project overview

SeBS360 is an ESA-funded project led by Evenflow that builds on the Sentinel Benefits Study (SeBS) to establish a new comprehensive series of Sentinel benefit studies. The project aims to investigate, analyse, consolidate and disseminate evidence on the value generated through the use of Copernicus Sentinel data.

SeBS

The SeBS project, led by EARSC, ran from 2014 through to 2025 in several phases of work funded by the European Space Agency and the EU Copernicus Programme. During this time a series of studies were conducted to understand how Copernicus Sentinel data contributes value to society across a wide and diverse range of applications. The analysis traced impacts along value chains, demonstrating clear links between Earth Observation data and benefits such as economic gains, improved efficiency, environmental performance, and quality of life. In total, 35 case studies were completed providing evidence to support policymakers, public agencies, and industry stakeholders in showcasing the value of Copernicus. The methodology developed, which has evolved over this time, has proven robust and effective providing insights into the uptake of the services by users from both public and private sectors. SeBS360 will test the approach further with the goal to develop deeper understanding of linkages and services uptake and how these are important for Copernicus.

Operational use cases and value chain assessment

At the core of SeBS360 are operational use cases in which Sentinel-derived information is integrated into workflows by public authorities, commercial users and international organisations. Each use case is analysed using a bottom-up value chain approach, centred on the primary user of the Sentinel-derived information, and tracing impacts across successive actors in the value chain, down to citizens and society. This enables a clear assessment of earth observation benefits across six dimensions of value: economic, environmental, societal, regulatory, scientific and innovation-related aspects.

Thematic benchmarking 
and transferability of benefits

In addition to individual case analyses, SeBS360 develops thematic Sentinel benefit benchmarks by aggregating evidence across comparable use cases to extract insights on common patterns of benefit, as well as their transferability and scaling potential within selected application areas. 

Partners

SeBS360 is implemented by Evenflow in partnership with EARSC and the University of Oxford, and is funded by the European Space Agency under the Copernicus Space Component (CSC) Programme. 

Repository

The project also builds and maintains a repository of notable Sentinel users and uses, and produces Sentinel Benefits Synopsis Reports to synthesise insights for different stakeholders.

Dissemination

To support knowledge sharing and uptake, SeBS360 includes promotion and engagement activities, such as workshops and targeted dissemination actions, aimed at fostering dialogue on benefit assessment practices and the use of evidence in policy and operational contexts.
